Government Hitting Kids for Debts?

It's hard for me to make heads or tails out of just what's going on here. According to this Reason magazine article, at least one U.S. government agency is going after deceased person's kids to collect debts they claim the deceased owed the government. It seems they're hard pressed to even probe the debt existed. 

Not good, especially if the tendency for government policies to expand not just in practice, but in scope, continues.

That's weird. Since when am I responsible for my parents' debt? And even if they're going after their estate, (1) isn't there a clock that runs on opening probate to keep people from coming back years and years later to make a claim against the estate, and more importantly, (2) maybe I didn't receive anything from the estate anyway since it may have been used up to pay other bills or just 'cause they disinherited me. If I owe you money, let's talk; if my parents owe you money, go talk to them.

You can inherit money, why not debt too? I have been wanring my patents for years that they had better get their debt in order or my inheritance will be a negative number, not a positive sum.
